Monitor refresh rate doesn't save after restart. Please tell me how to delete or change the default refresh rate.

My monitor's native refresh rate is 144Hz. My monitor cannot work well at 144Hz now, but it can still work at 120Hz perfectly. I want to keep using that monitor. I don't want to spend money on buying a new one. In Windows settings, I set the refresh rate to be 120Hz. However, Windows 11 does not save the refresh rate. Everytime restarting the system, Windows resets the refresh rate to 144Hz. I understand this is a design issue. I need a workaround. For example, let me delete or change the default refresh rate.BTW, there is no this issue with Linux operating system.
