Missing Taskbar after upgrading from Win10 to Win11

I've just upgraded to Win11 from Win10 today and after the install the taskbar is no longer present.I've restarted my machine a number of times, that didn't resolve.I've downloaded the ISO image and reinstalled, that didn't resolve.At the moment the only way I can run programs is via 'Run new task' in Task Manager.For some reason win + r doesn't launch the Run window.I've seen some info online that mentions restarting explorer in Task Manager but this doesn't seem to be present for me.Any ideas to what the issue could be?
