Missing jdlm.dll and jdlm.sig files from new windows 11 laptop, cannot complete downloading program

Hi all, I just purchased a new Dell XPS 15 (9530) with windows 11, trying to download a program, comes up with same error everytime, runtime error (at -1:0), cannot import a file path ending in jdlm3.dll. -Have tried installing directx end user runtime web installer, no change. And I have tried several other things with no change.-Tried to download on my personal laptop which is a Dell latitude 5424 rugged, that is about 4 years old and had windows 10 installed originally, but has the automatic windows 11 update, download went through on the first try.-Compared both laptops in SysWOW64 files,
