Minecraft Java and Bedrock PC installation failing on child account

I have purchased a copy of Minecraft Java and Bedrock edition for PC via the Microsoft store for my child's account. It shows up in his Microsoft store as ready to install but whenever I try it fails. I get error message:Forbidden (403). (Exception from HRESULT:0x80190193). I have Microsoft family set up with 2 child accounts. I already purchased 1 license for Minecraft java and Bedrock under my own account which 1 child uses through logining in to Microsoft store as me. However I am aware that each person needs a licence so I purchased one via the child account for my second child as it
