Microsoft took my nephew's holiday gift money and isn't adding it to their account

I've been attempting to set up my nephews Microsoft account and it's been painful at every turn. The final straw has been that they have taken his money from a bank account, but it is nowhere to be seen in any of our Microsoft account balances.I keep getting "This action is blocked" type errors every step of the way. I tried to set up his account via the Family Safety portal. Account creation blocked. Tried many different devices (macOS, Windows, iOS), mobile (hotspot and on iPhone) and Wifi connection, many different browsers. I ended up having to use Safari on my iPhone in Private Browsing o
