microsoft surface keyboard typing the wrong characters X shows as !X , c changes the brightness, z shows as /z

reinstalled windows, changed language settings to all be US, reintsalled keyboard drivers made sure the keyboard the same but still cannot fiXit. all keys work eXcept z,X,c,v and ENTER types $ and then enter. Any help will be appreciated
