Microsoft store apps break after starting them one time

Whenever i try to install an app from the Microsoft store, it will work when i first launch it. Then when i try to launch it again after closing it, or restart my computer, it gives me an error saying that "Windows cannot access the item".(it isn't just apple music its all apps from the store)I have tried to use command prompt and power shell to reset it and delete the local data for all of the apps, and nothing works.I Am an administrator and its the only account on my computer. i have also tried the reset options from settings and it still doesn't fix it, i dont know what to do now.
