Microsoft Safety Scanner detected and removed the same virus two days in a row

Hello,Microsoft Safety Scanner has detected and removed the same virus two days in a row. This means the virus is regenerating correct? How do I get rid of it? I have also tried to restore my computer and keep reciving error messages. Should I just reset and erase my computer?This is the virus: VirTool:Win32/DefenderTampering
