Microsoft Publisher 2010 web page preview or publishing html to web not working properly after converting to new computer with windows 10

I am still using microsoft publisher 2010 to create and maintain old websites. recently I bought a new dell laptop computer with windows 10. what happens on the new computer is that when I do a web page preview or publish the html to files for the web on my new windows 10 computer the site is huge and blown up so when you would normally be looking at the whole top page of the website you will now be looking at the top left corner of the site.

While problem solving I discovered that I can build and design the website and save the files on the new windows 10 computer but I have to save the files then transfer them to my old windows 7 computer to publish the files to html. After publishing the html on my old windows 7 computer i can then send the files back to my new windows 10 computer and then transfer the files to my hosting block ftp.

I would really like to be able to publish the html on my new windows 10 computer with out having them distorted on with a larger size on the web.

on a second note does anyone know of any software that can convert these sites to a newer software that is easy to use and mobile friendly.

Thank you for your help and support in advance

Jason
