Microsoft photos wont install... "try again later, Something happened on our end"

i uninstalled the Photos app, tried to re-install it but it showed a error message. Saying "try again later, Something happened on our end" I tried your recommendation to another victim by running ncpa ........ and IPv4 settings of 4221 and 4222. Entry only allows three digits, not four. I don't believe my issue is with connection to the internet. what do you recommend ?
