Microsoft PC Manager didn't run and now after trying to reinstall, app will not download from MSFT Store

Microsoft PC Manager will not install, from the MSFT store, the app will not download, from the website pcmanager.microsoft.com, same problem, "starting download" is stuck and never moves. I was working great yesterday but today, the app didn't load properly so I tried to reinstall it and ran into this problem. Please help! Great app when running.
