Microsoft Keyboard Layout Creator doesn't work on my Windows 11

I have installed MKLC 1.4 on my Windows 11 and it doesn't work.I tried even the layout that come with it without editing them and it fails.The image shows the error, and one weird thing that happens when building the dll of a layout is that all of my languages disappear from my keyboards section except for two languages and only when a restart is done the issue gets fixed.
