Microsoft is not sending the code to my email

I want to sign in to my desktop but it requires me to sign in through my outlook, I enter the outlook password which is correct but it also requires from me to enter my backup email so that it can verify me and send the code. I am entering it but it says that they can't send the code and the code is not sending. What should I do? I can't even enter my laptop. Please help as soon as possible.
