Microsoft Family Safety continues to frustrate our household

Our daughter is homeschooled, and we are counting on MS family safety to act as a gatekeeper to the internet. As she comes across websites she needs to access, we review them and approve them via the app (or email). Continually, our approval does nothing. We approve and she still cannot access. She will ask again, we approve again... we can see in our apps that we have approved them. Still nothing. There is no one example for this, it happens daily, and it is happening for educational sites that are supposed to be pre-approved.
