Microsoft Defender Antivirus (offline scan) won't run. Reinstall Windows?

I'm running Windows 11 Pro 24H2, build 26100.3194. Just as a check, I tried to run the Defender offline scan on my computer. After opening Windows Security and selecting Virus & Threat Protection, Scan Options, Microsoft Defender Antivirus (offline scan), then selecting Scan I get the popup warning that the system will be shutdown and to save my work. Selecting Scan again in the popup does nothing.I did a computer restart thinking that the offline scan would start after the reboot, but Windows just starts normally.
