Microsoft App installer

Microsoft store "Library" shows App Installer which is always updating. When I click "open" nothing happens. I cannot find the app in settings-->apps anywhere, search = no results. File Explorer search "my PC" same results - nothing. No in Start either. 1) What is the function of this app?2) Updated again today, restarted 3 times, still cannot open it. 3) Only way to open is from MS Store as cannot find elsewhere.4) How do users uninstall it?BTW, picture was right after I clicked on the update button in "Library" and Photos also updated.
