Messages not delivering on live chat support?

[Windows 11]

Husband is trying to use live chat for support in unblocking account after suspicious activity warning, waited 90 minutes and now it says my messages can’t be delivered? The support I need can’t be obtained over the phone apparently and not sure what else to do.
