Meeting Invitation Accept / Decline / Tentative Buttons not showing

One of my executives had an issue start happening about 2 months ago, where when he receives a meeting invitation through Outlook it does not show these "Accept / Tentative / Decline" buttons at the top right of the email. Instead he only ever sees the button saying "No Response Required" even if the invitation was requesting responses. He can access those buttons if he goes and selects the event via the Calendar tab, but is there any reason those buttons would stop showing up in the invitations themselves?
