Media Feature Pack installation stuck "staging"

I need to install the Media Feature pack because ResampleDmo.DLL is needed to install other programs. I am using Home N edition. I have attempted to install this via System > Optional Features > View features > Media Feature Pack This progress bar gets stuck without ever completing. I have also attempted this command via PowerShell PS C:\WINDOWS\system32> dism /online /add-capability /capabilityname:Media.MediaFeaturePack~~~~0.0.1.0 Deployment Image Servicing and Management tool Version: 10.0.26100.1150 Image Version: 10.0.26100.2894 [===========================76.0%============
