Many of the essential programs are unable to start such as cmd, sfc, windows update, troubleshooter, etc.

In the past month my computer has run into an issue where whenever I try to open programs such as command prompt I am given the error code "The Application Was Unable to Start Correctly 0xc0000142." This has never happened before and I can't think of any reason as to why. My computer also cannot seem to download an update for Windows Antimalware and gives the error code 0x80070643. When I try to use the troubleshooter I recieve the error code 0x80080005.
