Malicious Software Removal Tool (MSRT), Windows 7 Pro 32-bit, Update Fails 8007000E

Hello,

For four or five months Windows Update fails on MSRT with 8007000E. All other updates are successful.

I can download the MSRT update from the catalog and run it successfully in Safe Mode.

However, Safe Mode almost always scrambles my icons on my desktop. My 23-inch screen is almost full and

manually rearranging icons takes a long, long time. It's quite frustrating.

There is one recent off-site posting about this problem, but no answer. Why is Safe Mode working?

Do I have anti-virus/firewall issues? I've run the troubleshooter with no change in behavior.
