luminance levels limited at startup if a video is minimized on screen.

I use a laptop with an amd Radeon graphics igpu connected to the screen and I looked and looked but there is no configuration for limited luminance levels and the issue isn't with watching a youtube video it's when it's paused and minimized but still on screen, when I close the laptop and open it, everything is limited luminance until I play the video, I reinstall my drivers, reinstalled windows but nothing works.
