Low fps after cloud reset.

I recently reset my PC because I was running into performance issues and ever since I've reset my pc the fps on every game is extremely low compared to before these 2 issues. The fps ranges from 30 to 140 and is very inconsistent and laggy. In contrast to the stable 300fps I was averaging before. I have updated drivers and optimised graphics settings to the same standard as beforeSpecs:Intel i5 12400fRTX 3060 ti32gb ddr4 ram1tb ssd2tb hdd
