Lost permission and nothing seems to be responding in the correct way, what can I do?

I’m having a ton of issues and nothing seems to be working. I tried to fix an issue I had with high CPU usage on some service thing. One thing led to another, things don't respond and suddenly I don't have permissions (even though I should?) I can't press the windows icon, the sound icon or the search bar. It won't respond. I've tried to run a scan to fix things but I keep getting an error with that as well. I tried a fix for that, but nothing. I've tried a system restore but I don't have permission for that either? Or I think it might've been broken in some way
