Lockscreen gets blue ribbon picture instead of random landscape pictures

What happened to the lockscreen / login screen background pictures in Windows 11? It was working fine until the past couple of days, now all I get is the boring blue ribbon background picture. I tried everything I could find in several hours in Windows fix forums. My personalized lockscreen is set to Windows Spotlight, as instructed. But when I go to the lockscreen_0 folder, it shows that blue ribbon picture instead of a landscape photo. It's not getting the random landscape photos by default. What's wrong?
