Locked out of Windows with no forgot pin or login options. I have UN and PW but can't use it.

Kids tried to brute-force my pin and locked me out. I've tried following the instructions to wait for 2 hours and entering the Challenge Phrase it states but my pin doesn't seem to work anymore. There are no "Forgot PIN" or "Sign-in Options" options visible on the screen. I've tried Safe Mode but the login screen is still the same. I've gone to the command prompt and have been able to gain admin access with my username and password. From here I tried activating the admin account which doesn't seem to do anything when I go back to the login screen. How do I gain access to windows again? I can s
