Locked out of Windows, and recovery drive doesn't work

[Windows 10]

So I tried to install windows 11 on my PC and it's not powerful enough to be install it so I found a workaround on YouTube and tried that, it ended up with Windows not booting up because of a blue screen and I have tried to use a Windows recovery USB drive and none of the options are working, I can't even choose to format. What can I do? Any suggestions?
