Locked out of email

I have been locked out of my personal email.. it is asking me to verify by using my phone number, so I do so and then it says this type of verification is not avaliable right now. So then it takes me to a form to fill out, which I do, but it keeps coming back and failed verification as I set this up over 16 years ago and cannot remember the security questions? Is it also asking for a list of emails who I have sent emails to.. I haven’t sent an email from this account in years,So I have no idea? I have tried the contact Microsoft but of course it is asking me to sign in to contact a person whic
