Locked out of both computers because of a password I've changed 8 times already

My PC and laptop both needed a system restoreNow my laptop is stuck needing a system image I can't get, because my PC won't let me enter safe mode, do a system restore, or open a command prompt Because it either asks for my admin password, or just a password I changed my admin account password on my phone like 8 times tonight, still won't workThe 4 digit pin for the admin account works on my laptop, but not my PC, even though they're both on the same account Can someone please give me an answer * Changed to a question
