Lock screen picture not changing (image not windows spotlight)

I know this question has been asked a lot but it won't change. The problem has been happening on this laptop for a while, and even after I reset it due to another problem it hasn't fixed. I have tried other solutions using this website --> Lock Screen Won’t Change on Windows 10/11? Here Are 5 Methods - MiniTool Partition Wizard and checked other questions but nothing is working. If I try to chage it it just loads for a while and doesn't change anyhting.
