Litteraly nothing on my pc opens. Nothing

I click on any app, my mouse just has a blue circle pop up that spins infinitely and my application doesn’t open, I click on settings or anything in my hot bar, nope, doesn’t open. I try to run a command or I press on the power options and press “power off”. Nothing. Nothing at all. Nothing opens, if not an infinite mouse load it just simply doesn’t open, nothing. There is no fix for this since everything I searched up simply doesn’t work as nothing opens. This has been a problem for quite some time now and it’s on my nerves.
