Yeah, I had this problem for a while as well but I disabled all of my add-ons and IE started up on the first try. Problem solved.

I have been fighting this issue as well and I started with the IE add-on Spybot. I disabled both browser add-ons, rebooted, and launched IE the first time. Problem solved for me. Good luck and thanks to everyone.

Howdy,
I run IE V7 with XP.
If I launch IE, it hangs (every time.)
If I then launch another instance (while leaving the first
instance in its hung up state) the second instance always
launches properly.
This is a consistent pattern.
What might be causing it, and what can I do to correct the
hassle?
