Laptop turned off halfway through factory reset. now it won't read DVD or USB to reinstall windows

had this pretty old laptop that was running super slow and nothing on it was important so I did a reset on it and then after a while it turn off now it only tells me to choose which version does it want me to run(both versions listed only Sents me back to the same screen before) and when I use a USB to try to boot windows on it tells me that USB is not supported on this system and when you try any of the other options it says the same thing. after this I went deeper to see what I can do but then just couldn't find anything that can help me.
