Laptop stuck on "restarting" or "Updates are underway, 7% done"

I was using my Windows laptop yesterday just to check some emails, I restarted it to do an update and let it sit for a while. Got back on it after an hour or so and kept using it. I tried to use it again later that evening, but it said it was updating again, and was at 29%. I let it sit but after it made 0 progress I tried to restart it or get into safe mode. Now I am stuck on the restarting or updates are underway screen. It is an HP stream, just a year or so old. I only use it for emails and tuning. Please help.
