Laptop stuck at restarting

I tried to restart my laptop and now it's stuck in restarting message screen. It's been about an hour now and I can't even force shut down it by holding the power button. The screen is just gonna go blank for a second then the restarting message shows again. I can't even do the Win+X trick. How can I fix this? Thanks.(I'm using HP Elite Dragonfly).
