Laptop not turning on when pressing power button + charger is on

Before my laptop (Dell) the power button would work but when I pressed it all that came up was a black screen and the caps lock would blink once then stop and my power indicator would be in.Now nothing is powering on.I tried something like holding the power button and putting in the charger but like before the caps lock would blink once and stop and the power indicator was on and my keyboard light was on as well but never turned off.Is there anyway I can fix it myself?
