laptop doesn't connect to wifi, but starts to slow down wifi after turning it on?

its just as the title says, for some reason my laptop doesn't connect to wifi. but what makes it worse is the fact it slows down the wifi so much that it becomes unstable and basically unusable. does anyone know why this happens?
