Laptop cannot find Nokia 3.4 phone; phone says it's linked

I run Windows 10 Pro on a Dell laptop. I've been trying to link my Nokia 3.4 phone through Phone Link (PL) and Link to Windows (LTW). When I run LTW, two things happen: PL can't find the Nokia phone (which says it's linked), and LTW says the QR code on my laptop is invalid. I've freshly reinstalled PL on my laptop and updated LTW on my phone, which gives LTW all requested permission. The phone is within a couple of feet of my laptop, so the phone isn't out of range.
