Language pack downloading problem

Hello experts, I cannot download language pack, tried multiple times already. For months, it still didn't work for me. At around 70 percent of basic input being downloaded, it would just stop downloading, pop up with 0x80D03805. May I ask how can I fix this issue? Thank you very much.
