Language Change in Win11

[Windows 11]

I bought a laptop which is Japanese origin when I applied for language change. Partially it is english and partially in japanese. Eg. Desktop icons are almost all in english but control panal and recycle bin is in japanese Right click options/ settings are in japanese but folder names some other settings are in english I did tried almost all the options available. Its HP elite book, win11 installed
