Keys are either "sticking" and repeating a bunch of times or just flat out not working for moments

Did a factory reset on my computer and reinstalled windows before the problem due to a different storage issue. Once I reinstalled windows this problem started to occur where my keyboard will just momentarily stop working or jam a character for a second and stop. It'll go away for like 5 minutes if I unplug and replug my keyboard but the problem will still happen soon after. I've already reset my computer reinstalled windows again, and I've tried using different keyboards, using it on a different computer (works fine), different USB ports.
