Keyboard Language Blocked by System Administrator

Thank you very much for your attention.At my workplace, changing the keyboard language or layout has been blocked. When one tries to add a language, it is completely impossible without an administrator-privileged account.The system administrator wants to help me but does not know where to enable this or at least make the required languages available to non-administrator users.
