Keyboard behaves weirdly but only during a file transfer

My keyboard behaves very strangely - input lag+ keystrokes will seemingly repeat at random, as if a key got stuck and pressed down for several seconds - but it only does this (as far as I can tell) when I'm doing data transfers between drives. I swapped out for a different keyboard and the issue repeated too so I know its not the keyboard's fault. I also tried plugging into different USB ports and reinstalling keyboard drivers to no avail. My PC is no slouch, i7-13700k, 64gb DDR5 RAM, RTX 4090 - so it shouldn't be an issue with my specs either. All windows drivers are up to date too. Any idea
