Key VssAccessConrol not in registry

In the registry chain HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\VSS\ the subkey VssaccessControl is missing and I cant create it. I have set the permissions on VSS but I still get a message 'Cannot create key. Error writing to registry'.
