KB923689 Keeps wanting to install

I have installed KB923689, Windows actually says it is. But Windows Update
says it isn't. It will actually go and install it anyway, but that doesn't
help. I've cleared the download cache, and all that did was make it
re-download. I'm confused by this. Help?
 
Not sure if this applies BUT:
Error message when you install security update 923689 (MS06-078) on
Windows XP SP2 or when you run Qfecheck.exe after you install this
security update

If not, see if manually installing it from the links on this page
resolves the redection issue, Grant:

Entertaining note... after about 7 different times of installing, the problem
finally resolved. Honestly, though, I have no idea as to what solved this
issue.
