KB5049981 fails on Windows 10. Citrix not installed.

As per the title, KB5049981 has failed repeatedly. I'm aware that the Citrix Session Recording Agent is a known reason for this update failing, but that is not installed on my PC.I've tried sfc /scannow and DISM /Online /Cleanup-Image /RestoreHealth, but even after those, this KB fails and Windows rolls it back.
