KB4457144 says windows update is installed successfully and then it returns

KB4457144 indicates successful install but it is not installed and is repeating


I see KB4457144 showing up on start button/ shut down button with that gold shield exclamation point thingy/ ready to install at shut down. I tried it but no joy. When I restart and after a while the shield appears again.


Then I opened windows update - while it is indicating ready to install from the start/shut down button shield - I see the update is listed to be installed. I have seen many updates and when it is downloaded/installed here you should see "Restart" but not on this KB. Why would it be partially installed yet no Restart button... So I tried installing it, clicked on it and it very rapidly, much too rapidly if you ask me, installs and indicates success and adds it to the history. Curious thing is the install does not ask for a restart as the KB information page indicates is likely. The Update History shows one more entry of many "successful" installs of this same KB. After installing from Windows Update the start logo changes from shut down update to normal. For a while anyway but eventually recycles itself and shows shut down install once again.


Several times of doing this same thing (I know insane right) and history shows several more supposedly successful installs. Windows Update thinks it is successful but when I drill down on the actual installed updates (place where I could uninstall it) and cannot find it listed as installed here.


It is important to know that this is the present behavior after trying all of the following:


. ran network and update troubleshooters resident in Windows 7 Ultimate

. downloaded and ran Windows Update troubleshooting pack (found issues which were resolved but did not change the behavior described above.)

. changed the name of the software distribution file to .bak (took forever to repopulate updates, erased history, but issues were unresolved, did not change the behavior described above.)

.ran sfc /scannow (no corrupt files found.)

.Tried starting and stopping update and bits services. (no joy)

.checked for and found the prerequisite KB 3177467 and it is installed (askwoody's idea)

.tried to install a download version of the KB from the update catalog <with fear and trembling> this installation said it completed but appeared to be too fast also /and after it was completed did not change behavior described above, nor did it show up in the list of updates or update history.

.tried shutting off IE11 and restarting, then updating but no joy. Restored IE11.

.ran Malicious Software Removal Tool (long version, all files)- no malicious software was detected


This machine is a fresh install of Windows 7 Ultimate loaded and activated yesterday.


Running Windows Defender and its update is working fine.


Watched over a hundred updates in Windows Update , including the SP1, all install with success until arrival of critical update (KB4457144). Since this KB will not install, I have not seen any other updates except for Windows Defender updates to know if other updates happen or not.


Any help?
