Just a moment displaying instead of restarting

I did a restart holding down the shift key for an optional restart, and it displayed just a moment instead of restarting. Now everytime I shut down or restart normally it displays just a moment instead of restarting or shutting down. It still restarts and shut down the system but Im unsure. Is this normal?
