JPG pictures (50 GB) are locked, and I am unable to access them. Error: "You don't have permission."

Hi,I have a folder on my external hard drive containing important pictures. I was able to access them before, but now I cannot. I remember accessing them on my older machine, which now has a new OS. However, now, no matter where I connect my HDD, I am unable to access the pictures.I tried various methods including changing the access permissions and also when i go the JPG properties>attributes the encryption option is checked and when i uncheck it also gives error saying i don't have permissions.Please help—what are my options?
