Japaneses IME in hiragana by default

I am a big user of the japanese keyboard and it is extremely frustrating (to say the least) that when I switch to the japanese keyboard, it goes to romaji. The ONLY point of this keyboard is to type in japanese!!!! And same, when I switch applications
